Subventiile pentru producatorii de energie din surse regenerabile sub forma certificatelor verzi vor fi reduse drastic incepand de anul viitor, a declarat pentru AGERPRES, ministrul delegat pentru Energie, Constantin Nita.
‘Vom reduce de anul viitor subventiile pentru energia regenerabila. Am pregatit un proiect de act normativ in acest sens, pe care il vom aproba in perioada imediat urmatoare’, a declarat Nita. Intrebat cu cat vor fi micșorate subventiile, ministrul a precizat ca ‘reducerea va fi drastica’.
El a adaugat ca in continuare se dorește exceptarea marilor consumatori de energie de la plata a 50% din certificatele verzi, insa nu este sigur ca acest lucru va putea fi implementat incepand de anul viitor, intrucat este nevoie de acordul autoritatilor de la Bruxelles.
‘Am facut o notificare in acest sens. Ea se afla la Consiliul Concurentei, care o va trimite la DG Competition (autoritatea de Concurenta din cadrul Comisiei Europene — n.r.). Speram sa poata fi posibila implementarea ei anul viitor, insa nu putem spune cu certitudine acest lucru’, a aratat Nita.
Numarul mare de turbine eoliene și de panouri fotovoltaice instalate in ultimii doi-trei ani a urcat foarte mult factura consumatorilor, in special in cazul industriei energofage. Certificatele verzi pe care le primesc producatorii de energie regenerabila sunt platite de toti consumatorii din Romania, din factura finala la electricitate.
Saptamana trecuta, oficialii Autoritatii Nationale de Reglementare in domeniul Energiei (ANRE) au anuntat oficial ca Romania și-a atins deja tinta de energie regenerabila asumata in fata Comisiei Europene pentru anul 2020.
‘Am constatat ca schema de sprijin nu mai raspunde realitatilor. La 1 ianuarie 2014, Romania iși atinge cotele asumate de 24% de energie regenerabila din totalul consumului. Astfel ca va anuntam ca am informat comisiile de specialitate din Parlament și Guvernul ca trebuie reconsiderate cotele obligatorii. Spre exemplu, in 2015 cota maxima sa fie de 13%, fata de 15% cat este prevazut in legea 220 (Legea 220/2008 privind sprijinul energiei verzi — n.r.)’, a spus vicepresedintele Calota.The subventions for the producers of energy from renewable sources, in the form of green certificates, will be cut down sharply next year, the minster for the energy, Mr. Constantin Nita, declared to AGERPRES.
“Next year, we will cut down the subsidies for the renewable energy. We have prepared the draft of a law with this effect, to be passed very soon”, said Mr. Nita. To the question about the size of the cuts to the subventions, the ministry answered that “it will be radical”.
He added that the intention is to exempt the big consumers of energy from 50% of the green certificates, but he was unsure whether this could be implemented from 2014, as it needs approvals from the [EU] authorities in Brussels.
“We have forwarded a notification to this effect. It is now in the hands of the [Romanian] Competition Council, who will send it to the DG Competition (editor’s note: the European Commission’s Directorate General for Competition). We hope to be able to implement it next year, but we cannot be positive about it”, added Mr. Nita.
The large number of wind turbines and photovoltaic panels installed during the last couple of years has added a significant burden to the bills, especially for the energy-intensive industries. The green certificates received by the producers of renewable energy are paid for by all the consumers in Romania, on their bills.
Last week, the officials of the Romanian Energy Regulatory Authority (ANRE) have stated that Romania has already reached its renewable energy target assumed with the European Commission for 2020.
“We have noticed that the support scheme is no longer adapted to the reality. On January 1, 2014 Romania will reach its assumed renewable energy target of 24% of the overall consumption. Therefore, we inform you that we notified the competent committees of the Parliament and the Government that the mandatory quotas must be reconsidered. For instance, in 2015 the maximum quota should be 13%, down from the 15% stipulated in the Law 220 (editor’s note: Law #220 of 2008 for the support to the green energy), said Mr. Emil Calota, vice president of the ANRE.
